The ROC's economy over the past 50 years has benefitted from a well-educated and highly motivated work force, especially in the areas of science, technology, and high value-added manufacturing. The ROC has a diversified and skilled work force of roughly 9.8 million people. Approximately 6.7 million are employees and the rest are either self-employed or have some other working status.

The government has sought to maintain a productive and qualified work force, so legislative priorities have focused on the rights of workers, workers' welfare, gender equality, labor-management relations, safety and health, and appropriate quotas for foreign workers. The minimum monthly wage is currently US$507.
