Reinvention of GovernmentThe ROC has placed the reinvention of government at the top of its administrative agenda. The goal is the transformation of the entire government into a streamlined, flexible, innovative, and resilient organization that functions like a well-managed private company. To achieve this goal, government agencies will be streamlined and the organization and functions of the central government will be modified to suit present needs. The government also plans to promote a more flexible hierarchy and personnel structure within government organizations and modify the government budgetary system.By computerizing operations and using information technology and networked systems, the ROC is establishing "electronic" government to provide an information service network, increase administrative efficiency, and enhance public services. Finally, government ethics are being heavily emphasized. Harmony and cooperation between the central and local governments are vital to the smooth implementation of any government policy. As part of the streamlining efforts, the administrative and financial responsibilities of the Taiwan Provincial Government have been delegated to other local and central government offices.
