Public Art"Public art" is a rather new concept in Taiwan. In 1992, the Statute on Encouraging and Rewarding Cultural and Art Enterprises 文化藝術獎助條例 began a new era in the development of Taiwan's public art. Article 9 of the statute stipulates that "the owner of public buildings should set up artworks with an expenditure of no less than one percent of that for such buildings in order to beautify the buildings and environment," and that "large-scale government projects of public construction should include the installment of artworks for a more beautiful environment." In accordance with this regulation, the Public Art Establishment Measures 公共藝術設置辦法, drafted by the Council for Cultural Affairs were promulgated and implemented in January 1998. In 1994, the Council for Cultural Affairs began work on the Public Art Exhibition (Experimental) Establishment Project 公共藝術示範(實驗)計劃, with nine sites chosen for the exhibition of public art. These sites included the cultural centers in Hsinchu City, Hsinchu County, Chiayi City, Kaohsiung County, and Hualien County; the Center of Arts and Culture of Puli Township 埔里鎮藝文中心 in Nantou County; the Public No. 11 Parking Lot 公十一停車場 in Tainan City; the Athletic Park 運動公園 in Pingtung County; and the Aboriginal House 原住民會館 in Taitung County. The year 1997 was designated by the Taipei City government as the Year of Public Art. Public buildings that occupy more than 1,500 square meters or have construction expenditures of over US$14.7 million must allocate one percent of the cost to pulic art. Rewards are offered to encourage private enterprises that are exempt from this rule but are still willing to place public art. Public buildings or construction projects that are required to set up public art, but fail to do so, are unable to receive construction licenses from the Taipei City government. The Taipei International Arts Festival 國際城市藝術節 for 2000 was titled "Listen to the Music of the World" 聽見世界的聲音, emphasizing voice and sound. The 2000 "Taipei Children's Arts Festival" 臺北兒童藝術節 was held for the first time in August and lasted or several months. It incorporated music, fine arts, dance, and performing arts, and was held at the Ta-an Forest Park 大安森林公園 and the parking lot of Warner Village 華納威秀.
