Article 4 of the Constitution of the Reublic of China, promulgated in 1947, reads, "The territory of the Republic of China according to its existing national boundaries shall not be altered except by resolution of the National Assembly." This article was amended in 2000, so that any alteration requires a resolution by the Legislative Yuan with the approval of the National Assembly. However, since the withdrawal of the ROC government to Taiwan in 1949, its effective jurisdiction has only included Taiwan, Penghu (the Pescadores), Kinmen (Quemoy), Matsu, and a number of smaller islands.
