The principles of innovative approaches, key investment, landmark development, and urgent needs guided the selection of each project to bring about the greatest overall return on the investment and ensure an appropriate degree of balanced regional development.

A. Innovative

Selecting innovative projects in such areas as sustainable ecological development, the culture and creativity industries, and industries in the knowledge-based economy

B. Key

Selecting projects related to the structural transformation and upgrade of the national economy which will bring industry-related benefits

C. Landmark

Selecting projects involving major breakthroughs, promoting regional development, and having special significance

D. Urgent

Selecting projects in areas where existing inferiority will affect Taiwan’s international competitiveness unless action is taken immediately, and where work cannot be incorporated into the annual budget

E. Balanced

Investment in major construction projects with consideration given to balanced regional development undertaken in partnership between the central and local governments
