In
his inaugural address last year, President Chen Shui-bian spelled
out his vision of international human rights: "We firmly believe
that at no time, nor in any corner of the world, can the meaning
and values of freedom, democracy and human rights be ignored or
changed."
To assist in the promotion
of human rights around the world, the appointment of an ambassador-at-large
who will focus on the issue is planned.
Bringing global norms
to Taiwan is another aspect of the internationalization of human
rights. In his inaugural speech, President Chen promised Taiwan
would abide by the Universal Declaration of Human Rights, the International
Convention for Civil and Political Rights, and the Vienna Declaration
and Program of Action.
Humanitarian concerns
play a central role in Taiwan's foreign policy.
The ROC recently extended
aid to its long-time diplomatic ally El Salvador after the Central
American nation suffered a series of serious earthquakes.
Taiwan-based NGOs, among
them the world-acclaimed Buddhist Tzu Chi organization, are engaged
in relief and development projects throughout the world.
