Introduction

The motto of the World Health Organization is "health for all." But the WHO has yet to live up to these noble words because for some 30 years Taiwan has been excluded from the organization.

Taiwan deserves WHO membership not only because the island's 23 million people should enjoy the same human right to health as everyone else in the world but also because Taiwan, a technologically advanced democratic nation, has much to offer the world.

For years, Taiwan has shared its medical expertise with the world and sent doctors and health experts across the globe to help those in need. Moreover, people in Taiwan enjoy a high standard of health and low-cost medical services. These achievements, however, could be all the greater with the international support that comes from association with the WHO.
