
New Party
In August 1993, shortly before the Kuomintang's 14th National Congress, a group of dissatisfied KMT members, including six Legislative Yuan members and one former lawmaker, broke away from the KMT to establish the New Party
新黨. The seven quit because of ideological differences and the "undemocratic practices of the KMT."
Such prominent individuals as the former Finance Minister Wang Chien-shien and Jaw Shau-kong趙少康, the former head of the Environmental Protection Administration, were among the founders of the New Party, which adopted an anticorruption platform and championed social justice. The goal of the New Party was to attract voters who were dissatisfied with the performance of the ruling KMT and opposed to the DPP's advocacy of Taiwan independence. The New Party now claims a registered membership of nearly 68,000.
The New Party differs from the KMT and the DPP in organizational structure, stressing the leadership of those holding public office. At the head of the party is the National Campaign and Development Committee
全國競選暨發展委員會. The convener of the committee serves as the leader of the party.
In early 1998, the New Party set up a separate campaign office, headed by Jaw Shau-kong. Under Jaw's leadership, the New Party adopted an open primary system to nominate its candidates for the year-end elections.
In August 1999, the party took almost everyone by surprise by nominating Li Ao
李敖, a renowned writer and social critic, as its presidential candidate for the 2000 presidential election. Li later surprised many by asking his supporters not to vote for him but instead back independent presidential candidate James Soong, now chairman of the People First Party.
New Party's policy
A. Cross-strait and Mainland Policy

I. Promote Cross-Strait Civic Exchange and Cooperation
- Establish "special economic and trade zones" in northern, sourhtern and central Taiwan, and in Penghu, for realizing "three links" and promoting cross-strait economic and trade relations.
- Sheme of ocean preservation and protection should be set up through cross-strait negotiation, to protect marine environment, and to develop ocean resources.
- Mainland authorities should offer equal treatment and protection to Taiwanese tourists.
- Mainland authorities should receive "Peace Delegations" from Taiwan to understand Mainland military devices and developments. With this expression of sincerity, Taiwan should organize "Economic Delegations" to visit and help Mainland in economic development.
- Taiwan businessmen activities in Mainland should enjoy explicit protection, particularly for their personal and property safety.
II. Establish Security Scheme between Authorities of the Two Shores and Civil Institutes
- To prevent crimes, regulate pollution activities, and control traffic at sea in the Taiwan Strait area, uniform laws and regulations should be pursued by the authorities and the people.
- World Chinese Consultative Conference should be convened by the authorities and the people from the four parts of China and from overseas.
- Cities of the two shores of the Strait shold establish partnership relations, to promote city exchanges.
III. Establish Cross-Strait Military Agreement
- Authorities from the two shores should have obligation to give pre-notice of any military exercies.
- Authorities from the two shores should carry into practice exchange of miliatry personnel and miliatry studies. They should also establish regular joint meetings of generals and high ranking officers, to help prevent military conflicts.
- Military launchers of each side should never aim at targets of the other side.
- No special agents should be sent to the other side to sabotage.
IV. Protection of Welfare of People from Mainland
- Legalize Mainland labors in Taiwan, define their rights and duties.
- Importing high technology professionals and family assistants should be regulated with priority.
- Immigrants with children should be allowed with priority.
- After labor immigration is legalized, authorities should take initiates to deal with stowaway problems.
V. Propose for Composing Cross-Strait Political Relationship
- Initiate final agreements for repatriation of stowaways and hijackers without any further negotiation.
- Collect actively information of Mainland's response toward "Theory of Two States", and study for proper responses.
- Assist and encourage Mainland authorities to elaborate their idea of "One China Should not Necessarily Mean PRC."
- Promote usage of terms of "Taiwan Authorities" and "Mainland Authorities", to suspend disputes over sovereignty, to eliminate hostility, and to create an atmosphere of equal jurisdiction and mutual respect.
- Seeking cross-strait agreement for thorough abolition of use of force to resolve disputes.
- To promote cross-strait faith and credit, the two authorities should establish their own representative offices, to keep long term direct communications, to resolve mutual problems. For example, a cross-strait media representative office should be able to increase cooperation for development of their service to satisfy the people's need of knowledge.
- Abolish the National Reunification Guidelines, and have the mainland policies eancted.
- Main political parties and social elite in Taiwan should establish a Forum of Cross-Strait Policies, to exchange ideas, to seek agreements, and to invite Mainland political parties to visit Taiwan for political dialogue.
- Chairman of the Cross-Strait Foundation should be identical with the Director of the Mainland Affairs Council. Members of the Board of these two insitutes should include persons from various political parties for purposes of mutual control…etc.
B. Basic Financial and Economic Policy

1. Strengthen Macro Economic Competition Capability and Economic Growth
(1) Liberalized economy and finance: respect market functions; reduce control; open market for foreign capital; reduce subsidies.
(2) Internationalized economy and finance: accelerate promotion of Asian-Pacific Operation Center; join in WTO and other international economic system; reduce interference in trade account and finance account.
(3) Accelerate privatization of state-owned business; open markets; adopt policy of "all national shareholders," to avoid financial syndicate control.
(4) Strengthen cross-strait economic and trade relationship; adopt "Three Links"; promote mutual trust and cooperation; promote cross-strait vertical integrity of industries.
(5) Incresase guidance and assistance to medium and small business; create a more favorable environment for them; expel various obstacles for their development.
2. Maintain Financial Stability
(1) Central Bank should make decisions with professionalism, beyond any interference from the Legislative Yuan and the Executive Yuan.
(2) Economic policies (include monetary and financial policies) should be legalized. Temporary measures should not be encouraged to destroy stability of the system and the market functions.
3. Maintain Economic Equality, Social Welfare,and Environmental Quality
(1) Taxation equality: actualize collection of income tax for property transactions, including income tax for stock transaction, and for realty transactions. Tax incentives offered in the Statutes for Upgrading Industries should be reviewed and modified thoroughly.
(2) Avoid united monopoly.
(3) Financial subsidies should be made in accordance with income level; the under-represented group should be the main recipients.
(4) Release over-regulation on land transactions and development, so to lower the land price.
(5) Oppose strongly gangsters in politics; forbid political party's engagement in commerce, to avoid corruption, interest transference, and to maintain justice in transactions.
(6) National annuity and national health insurance system should be privatized and opened for competition.
C. Cross-Straits Economic and Trade Policy

1. Cross-strait economic and trade relationship should be promoted with reciprocal principle, for a final win-win result.
2. Abandon policy of "No Hurry" and open "Three Links" immediately.
3. Asian-Pacific Operation Centers should use Mainland as one of the main interior regions.
4. Assist labor intensive industries invest in Mainland, and promote industrial upgrading in Taiwan, so to reach the goal of maintaining roots in Taiwan.
5. Encourage medium and large business to carry out industrial integration; vertical integration should be with first priority.
6. Coordinate actively with Mainland for signing of a Taiwanese Businessmen Investment Protection Agreement, and that of an Avoidance of Double Taxation Agreement.
7. Establish a Mainland Economic and Trade Investment Consultants Group, offering information, consultation, and legal service…etc.
D. Social Welfare Policy

1. Estabish Ministry of Labor and Social Welfare, to integrate social medical and social welfare systems.
2. Allocate at least fifteen percent of the total national budget for social welfare, and adjust in accordance with national economic situation.
3. Implement national annuity system as soon as possible, to take care of low income families and the under-represented weak groups.
4. Actively promote legislation of the Law of Job Equality to actualize equal protections for both sexes.
E. Educational Policy

1. Review the educational priority areas plan.
2. Establish resources classrooms and resources centers at villages and townships level for schools within the priority areas.
3. Strengthen teachers' quality and sources for the priority areas.
4. Strengthen education research capabilities and resources integration functions.
5. Expand fields of academic tests; improve the testing system.
6. Improve teachers' working environment.
7. Raise teachers' quality; amend Teachers Law.
8. Redefine textbook's status, editing, and publication.
9. Review educational budget; actualize policy of educational tax income for educational usage only.
10. Brisk teachers' channels for further studies at work.
11. Provide school transportation vehicles with allowance.
12. Implement special education system
13. Promote community education, lifetime education, and transference of extracurricular education.
14. Restart self-education programs.
15. Establish day care centers within business institutes; lower their class size.
16. Neutralize university administration.
F. Ethnic and Cultural Policy

1. We propose establishment of the "Taiwan Aboriginal Cultural Studies Institute," the "Taiwan Haka Cultural Studies Institute," and the "Taiwan Southern Fukien Cultural Studies Institute."
2. Implement the idea of "coordinate democracy," by way of expanding aboriginal seats in the National Assembly and the Legislative Yuan, and create conditional veto power for them. Each tribe of the Taiwanese aboriginal people should have at least one representative in the above said institutes. In councils of urbanized cities, aboriginal seats should be expanded as well, to strengthen aboriginal representation.
3. Reserve at least one to two political appointed positions for aborigines in the central and provincial governments.
4. For the purpose of creating diversified international aspects, students, beginning from high school, should learn a second foreign language other than English, to actualize the policy fo "Three Dialects." (Mandarin, mother tongue, and international language)
5. Encourage establishment of schools by government or private indivuduals; establish all-direction foreign language universities (or colleges); other then important foreign languages,e.g., German, Russian, Spanish, and Japanese, other languages of East Europe, North Europe, South Asia, Middle East, Africa…, should be taught for cultivating diversified linguistic and cultural expertise.
G. Environmental Protection Policy

1. Include the notions of "Sustainable Development" and "Environment Right" into the Constitution.
2. Prevent any behavior of pollution or any behavior that may cause downgrading of the environment by actualizing total volume contral and risk evaluation. Severer criteria of emission should be adopted in areas of more serious pollution.
3. Reluctance for pollution control of the government agencies may become cause of actions for the people to sue against them. For pollution victims' prompt relief, a system of no-fault pollution responsibility for health compensation should be established.
4. EPA should be up-grated to Ministry of Environment, so to balance the long term mistake of neglecting environmental protectoin. Environment protection policies should be included in administration plans of any government agencies, so to achieve collectively the goal.
5. Accelerate legislation of "Animal protection Act," "Species Protection Act," and "Natural Resources Preservation Act." Legislation forbidding dog racing, horse racing, and any gambling on animal contest should be accomplished.
6. Forbid development of water resource area, forest, and wet land, for they are the last chance of life of Taiwan. Promote establishing natural reservations area.
7. Achieve the goal of zero growth rate of garbage by way of down-volume, compulsory recycling, and re-utilization. Encourage diversified disposal measures. To avoid soil and underground water pollution by burying burned waste, fixed disposal should be adopted.
