First level: Was the shooting done by a person or persons unknown or staged by the victims?

A. After interviewing many people, including President Chen, Vice President Lu, and special agents from the presidential vehicle, and, after inspecting photographs taken at the scene during the parade, the March 19 Special Investigation Committee found:

1. There were no breaks or delays during the course of the parade and the whole process was open and watched closely by both the public and media.

2. The protection procedure provided by special agents was routine.

3. Admittance of the patients at Chi Mei Hospital was in accordance with routine procedure.

4. Treatment in the Chi Mei Hospital emergency room was done in accordance with routine procedure.

5. Witnesses at the hot zone stated consistently that it was not until the presidential vehicle reached No. 16, Section 3, Jinhua Road that they discovered the president and vice president wearing somewhat strange expressions.

6. These statements, taken with such direct evidence as photos and video recordings, all showed that the shooting was not staged.

B. After examining the vehicle, bullets and cartridge casings, clothing worn at the time of the shooting, trajectory reconstruction, and tests of gun performance, Dr. Henry Lee and forensic pathologist Dr. Shih Tai-ping were invited to lead a select committee to review the results of the examinations. The following are their findings:

1. The president and vice president・s wounds were consistent with gunshot wounds of recent origin.

2. The two recovered bullets caused the president・s and vice president・s wounds.

3. The aforementioned two bullets were fired from the same gun barrel.

4. Reconstruction of the two bullets・ trajectories indicated the most likely location of the shooter.

5. Performance tests showed the zip gun with homemade barrel and homemade ammunition used were capable of causing the wounds.

C. Determination of the time and location of the March 19 Shooting Case

The second level: Who shot the president and the vice president, and for what reason?

I. How gun-maker Tang Shou-yi was tracked down:

A. Investigation strategy: :Hunt the gun through the bullets; hunt the criminal through the gun;

B. The turning point in tracking down Tang Shou-yi

C. Confirmation of Tang Shou-yi as the maker of the impounded ammunition.

D. Whereabouts of the guns and ammunition made by Tang Shou-yi

E. The analytical process of excluding innocent suspects

II. The reasons for identifying Chen Yi-syong as the man who fired the shots

A. Chen Yi-syong possessed a gun made by Tang Shou-yi

B. Chen Yi-syong・s presence at the hot zone

C. Chen Yi-syong・s tacit acknowledgment of the offense to his family

D. Chen Yi-syong had a motive for the shooting

E. Chen Yi-syong committed suicide less than ten days after the shooting

F. Actions by members of Chen Yi-syong・s family to cover up Chen・s involvement in the case following Chen・s death
