The Implementation Program for the Civil Servants' Five- Day Week (Amended on August 30, 2002)

Article - 3 The following Memorial and Festival Days, (except for Chinese New Year with three consecutive holidays) consist of one day off only:

1 - Memorial Days:
(1) Founding Day of the Republic of China (January 1st)
(2) Peace Memorial Day (February 28) 
(3) Double Tenth National Day (October 10)

2 - Customary Festival Days:
(1) Chinese New Year (January 1st ~ January 3rd of the Lunar Calendar
(2) Tomb Sweeping Day (set on All Souls Day)
(3) Dragon Boat Festival (May 5th of the Lunar Calendar)
(4) Moon Festival (August 15th of the Lunar Calendar)
(5) Chinese New Year's Eve (the last day of December of the Lunar Calendar)

When a memorial holiday or festival holiday falls on a Saturday or Sunday, a deferred day off is not allowed. Chinese New Year and Chinese New Year's Eve are exempted from this regulation. The regulations for deferred holidays for Labor Day and Military Memorial Day or other deferred days are to be determined by the central agency responsible.

Article-4 Public transportation, police, fire department, the Coast Guard, medical services, customs and other government departments must provide service to the public all year round and so must implement any necessary shift systems (alternate duty/day-off). The office hours of other public service departments other than the above can be flexibly adjusted by their executive organization, based on their actual needs and provided they do not affect the principle of public service. The vacation system of the military, considering the needs of national defense and safety and which must therefore always be on alert, is determined by its executive organization according to their actual requirements.
Article-6 Financial executive organizations can adjust the business hours and prolong the trading hours of the stock and commodity markets based on their actual business requirements.
