Foreword
In reviewing the status of Taiwan's media in the democratic era, it is
important to recognize the close relationship between freedom of
speech, freedom of the press, and the progress of democracy, the
interplay of which is often more apparent in the Republic of China than
anywhere in the rest of the world.
The official government position recognizes and emphasizes the
fact that freedom of speech and freedom of the press are the undeniable
rights of everyday life in the Republic of China, as guaranteed in
Article 11 of the Constitution.
There have certainly been monumental changes in Taiwan's media
industry over the past four decades, and the Republic of China
continues to make progress toward fulfilling these main objectives of
the International Press Institute:
- To protect freedom of opinion and expression;
- To further and safeguard freedom of the press;
- To ensure free access to news, regardless of national boundaries;
- To ensure the safety of journalists and their ability to report freely;
- To improve the practices of journalism; and
- To increase understanding between peoples.
