The Constitutional Convention by the National Assembly
The National Assembly, originally to be convened on October 10, 1946
in ChungKing, was delayed due to strong opposition from the communists,
who were dissatisfied with the May 5 Draft Constitution and the seating
arrangement in the new representative body. To resolve these differences
the parties were invited to negotiations, a call which the communists
did not heed in good faith. Thus the Nationalist government convened
the National Assembly on November 15, 1946 to revise the draft constitution.
This revision was then submitted to and approved by the Legislative
Yuan, thus completing the draft process.
