Labor
unions are important channels for workers to negotiate with the government
and employers. They are also vital to national political development,
social stability, economic prosperity, and the welfare of the people.
Article 1 of the ROC Labor Union Law states that, "The purpose of labor
unions is to safeguard worker rights and interests, advance the knowledge
and skills of workers, develop industries, and improve the lives of
workers." In addition, unions provide an important means of popular
expression and foster democratic principles.
