In successfully overcoming its limited size to create one of the world's most acclaimed economies, Taiwan has relied heavily on its high-quality workforce. Since human resources play such a critical role in national growth, their development should be given careful attention. One of the best ways to develop human resources is through vocational training and worker reeducation. Vocational training provides the skills, knowledge, and attitude needed to find work, learn a new job, and prepare for promotion, reassignment, or change of career. All of these efforts are vital to the future of Taiwan as it strives to raise national competitiveness, establish an Asia Pacific regional operations center, and carry out other cross-century development projects that require skilled workers.

Worker education, on the other hand, includes lessons in daily life,
labor affairs and professional skills. CLA efforts in this area include:
1. Providing guidance to labor administration departments, union and
private labor organizations, encouraging employee commitment to and
pride in work, fostering the concept of lifelong study, and promoting
drug-free workplaces; 2. Opening channels for continuing education,
improving study opportunities for workers, offering courses on labor
relations, and providing scholarships; and 3. Holding self-improvement
seminars for workers.
