The Ultimate Embodiment of Popular Sovereignty
The Republic of China (ROC) in Taiwan is famed around the world for its “economic miracle” which, through the dedicated effort and pioneering spirit of its people over several decades, transformed the country from poverty into one of Asia’s four “Little Dragons” lauded by many global observers.
Similarly, the democratic reforms called for by the people and instituted by the authorities since the late 1980s have led to another unprecedented achievement in ROC history, a “democratic miracle” that has also won considerable admiration and support from the international community.
Establishment of a direct presidential election system not only marks a special milestone in Taiwan’s democratization process, it has also profoundly affected the constitutional system.
Two direct presidential elections have been held, in 1996 and 2000. Each election had special historical significance for Taiwan’s political development.
This brochure introduces many facets of Taiwan’s direct presidential electoral system:
1. Historical background
2. Electoral system and related laws
3. Constitutional responsibilities and powers of the president
4. Direct presidential elections of 1996 and 2000
