Installation of Polling Stations, Polling Routes, and Vote-counting Procedures for the Eleventh-term Presidential Election and the Referendum
Based on the resolutions of the 325th meeting of the Central Election Commission, held on February 25, 2004.

1. All special municipalities, counties and cities shall carry out vote casting and vote counting of the presidential election and referendum at the same polling station.

2. The configuration for collecting, marking, and casting of ballots at a polling station should be done on the principle that voters firstly collect, mark, and cast their ballot for the presidential election, and then collect, mark, and cast their ballots for the referendum. 

3. The procedure for counting votes is that ballots cast in the presidential election will be counted first, after which ballots cast in the referendum will be counted. If the circumstances and manpower at the polling station permit, counting of ballots cast in the presidential election and the referendum may be handled by two groups at the same time. 

4. Ballots cast into the wrong boxes for the presidential election and the referendum will be considered valid.
